Beginning Monday, October 1, 2012, OYSAN requires a $50 deposit prior to any and all appeal hearings. Deposits will only be refunded if the appeal panel finds the applicant’s identity to not be of the person on the background check or if the criminal record has been expunged.
Appeal hearings are held every Tuesday from 5:00pm – 6:30pm. Hearings are held on a first come first serve basis. You must verify with Caitlin Sutter that you will be attending a hearing prior to the hearing.
Risk Management Disclosure Statement:
Standard Risk Management Clearance is processed in approx 15 business days or less. A $5.00 fee applies for Risk Management Clearance (payable online when you submit your Risk Management application).

Why do I have to fill out a Risk Management (RM) application to coach soccer?
The Ohio Youth Soccer Association North has adopted the Ohio North Risk Management Program which is designed to create a safe environment for all players associated with OYSAN and supports and adopts strong measures to improve the [fiscal safety] security of OYSAN and all of its members.
Why do I have to fill out a new RM application yearly?
In order to comply with the RM Policy, the Board of Director’s has established this rule so that an annual background check be conducted on anyone over the age of 18 who will serve as a coach, referee, manager or Board member.
When do I have to fill it out?
We require all (Coaches, Referees, Managers and Board Members) to fill out a new RM application after March 1st annually. All applications completed after March 1st will not expire until August 31 of the following seasonal year. For example: an application filled out on March 3, 2012 will not expire until August 31, 2013.
How much does it cost?
There is a $5 annual fee. Some leagues will reimburse the $5 charge for their coaches, so please check with your league prior to applying.
What do you base your disqualifications off of?
OYSAN bases all of their Risk Management decisions off of the O.R.C. 109.572 and the OYSAN Risk Management Policy.
What if I would like to appeal OYSAN’s decision to disqualify me?
If you would like to appeal OYSAN’s disqualification, you must submit a handwritten appeal letter to OYSAN no later than 10 days after receiving your disqualification letter along with the $50 appeal deposit. What if I was disqualified because of an offense that was listed on the O.R.C. 109.572 and I want to appeal OYSAN’s decision?
In the case that an applicant was disqualified based on a criminal offense in the O.R.C. 109.572, the subject may still appeal OYSAN’s decision however, if the appeal panel should reinstate the applicant, a letter must go to every player’s parent from the coaches’ team informing them that said coach was found guilty of one or more of the following crimes found in the O.R.C. 109.572. All parents must sign and return the letter stating that they allow the coach to continue coaching their child. All signed letters must be sent to OYSAN.
Can minors coach?
Minors can help coach but must have a letter from their local police department stating that they have no criminal history. A minor can only be an assistant coach and will need to be entered into LeagueOne so that their name can appear on a roster. Minors cannot be any younger than 15.
Why do I have to give out my Social Security number (SSN)?
OYSAN uses the last four digits of an applicant’s SSN only to verify with a clerk of courts, when necessary, to be certain that the background check information is accurate. The entire SSN is required per OYSAN RM Policy.
Can I coach/ref/serve on a Board if I have a DUI?
Yes, however, OYSAN will send out a driving restriction letter for those who have been convicted of a DUI within the last ten years of submission of the RM application. Please refer to the OYSAN Risk Management Policy to read the restrictions.
What if I have a felony conviction but it was drug related…not assault, domestic violence or violence against a child? Can I still coach/ref/serve on a Board?
Felony convictions of any kind are reason for disqualification; however, OYSAN does have an appeal process that OYSAN will adhere to for every RM disqualification. Please refer to the RM Policy.
